Sea raiders are good, once you get trained up and are looking for better equipment. Secondly, since they are split between mounted and foot soldiers it is easier to defeat them piecemeal.
First, they have a tendency to use blunt weapons, so your troops will be more likely to be injured rather than killed. Mountain bandits, to me are the best bandits to train up your troops against. Looters are easy, Taiga bandits OK, sea raiders tough and deserters very tough.
You also need to not waste troops on stupid battles. Check every village for supplies and made absolutely sure your group is well fed.
